It was established in 2009 and is operating from Nelson Mandela Bay of South Africa. This organization is seeking innovative solutions for social cohesion and creating platform for artistic expression. It strives for the creation of opportunities and connections nationally and internationally by encouraging intercultural exchange and relations through the arts.
Its establishment follows the agreement of Sihlangiswa Ziinkonjane between the Department of Sport, Recreation, Arts and Culture of the Eastern Cape and the Association of North East Councils (ANEC) signed in 2008 called the Swallows Partnership.
ISSA operates independently through raising its own resources for its own arts programmes, as well as together with the Swallows Foundation UK a similar charity organization established in the United Kingdom to deliver the Swallows Partnership programmes.

Siyabalisa Arts Program funded by the National Lotteries Commission in 2015 which includes – Lithuba Lakho Craft Competition, Craft Development, Performing Arts Development and Swallows Celebration showcase in 2016.
